A three-tier evidence framework, built six days into the project, separating what was verified against a tariff schedule from what a household qualifies for from what a household actually recovered.
Weight, not colour. The tiers are not interchangeable badges — each carries a different burden of proof and sits at a different distance from the household.
The user told us they called or acted, and the charge was cancelled or a refund received.

Only Tier 02 contributes to an identified total. Only Tier 01 describes money that moved. Tier 03 never enters a total at all.

- Confidence routing operates at the overall-analysis level, not per finding.
- Preliminary findings may still render.
- No individual finding is shown entering a review queue.
- Nothing implies human or computer-operator verification.
The current implementation routes the overall analysis below a 70-confidence threshold but may still surface preliminary findings. A stronger next version would apply the confidence and evidence rules at the level of each individual finding.
